Who holds the money?

Nobody, in between: buyers pay sellers directly. Settle only holds the ETH, in an escrow vault, until the trade is released or returned.

What if the buyer never pays?

The trade cancels itself when the payment window runs out. The ETH stays with the seller.

What if the seller doesn't release?

Open a dispute from the trade. The ETH can't move while Settle reads the chat and your proof, then releases it to you or returns it.

What does it cost?

1% of the ETH sold, paid by the seller. Buying is free; withdrawing unused escrow is free.

Which network?
